Job Specification
The role of the Senior Talent Acquisition Manager is to work with Senior Business Leaders in developing a strategic approach to talent attraction, identification and sourcing. Leading a team of Recruitment professionals, s/he plays a pivotal role improving the quality of talent acquisition practices and leverages direct sourcing to ensure CBRE recruit top talent in order to maintain a competitive edge.
RESPONSIBILITIES
I. Recruitment delivery – graduate, contract and permanent hires
- Job needs analysis; conducts a thorough job brief from the Hiring Manager/s to understand the requirements of the role and target candidate profile
- Candidate attraction and sourcing; develops sourcing strategy to identify active and passive talent for current or future vacancy/vacancies. Including:
· Advertising on internal and external job boards
· Proactive direct sourcing; searching resume databases and or social networks (e.g Linkedin), approaching suitable prospects, pipelining talent and creating talent pools in anticipation of business needs
· Actively promotes the Employee Referral Program to generate suitable candidates from CBRE Employee networks
· Consults Hiring Managers to assist in market mapping talent within competitors
· Engage and manage Recruitment Agency suppliers as needed
· Champions the employer brand and associated initiatives
- Assessment and selection:
· Screening and qualifying candidates, presenting shortlists to the Hiring Manager/s and interviewing as needed
· Coordinates interviews, supports and provides guidance to the Hiring Manager on the assessment and selection process in line with CBRE standards
· Reduces the risk in selection by completing references, background checks or coordinates pre-employment screening for compliance purposes
- Job offer management:
· Advises the Hiring Manager on remuneration package details within approved budget and market rates
· May extend offer and negotiate terms with the candidate
· Provides timely feedback to the candidate maintaining engagement levels and a positive experience.
II. People management, HR and recruitment operations
· Coaches and manages the recruitment teams
· Recruits and trains recruitment team ensuring best practice, addressing any training gaps
· Ensures full PeopleSoft compliance
· Supports the headcount approval process
· Assists the business with Job Descriptions
· Guides Diversity recruitment initiatives
· Makes recommendations to improve recruitment process including reviewing policies and procedures
· Researches and maintains current recruitment, employment market knowledge and local labour law
· Actively participates in the Recruitment community
III. Relationship and stakeholder management
- Internal
· Partners with Hiring Managers to understand the commercial needs of the business and the impact of recruiting talent in their service line
· Builds and maintains relationships with key Hiring Managers, has the ability to influence and provide guidance on recruitment related activities
· Coaches and advises the business industry standards, best practise and internal CBRE protocol
· Provides Labor law interpretation and advice to the Hiring Manager to make wise selection decisions
· Escalates and challenges appropriately, highlighting risks to CBRE
· Works with the HR team to achieve and deliver successful business outcomes
- External
· Is the key contact point for all Recruitment Agency suppliers. Promotes suitable vendors, ensures their compliance and that the CBRE employer brand is represented correctly in the market
· Maintains relationships with candidates in talent pools interested in working at CBRE
· Champions the CBRE Employment brand
Responds and provides timely feedback to applicants.
REQUIREMENTS AND SKILLS
· Extensive experience as a Senior Recruiter working either in-house or in an Agency (Real estate or property recruitment is highly regarded)
· Sound knowledge of talent acquisition best practice – implementation and delivery
· Advanced communication skills (Fluent Mandarin and English)
· Good commercial approach to problem solving
· Ability to build key relationships and manage senior stakeholders
· Demonstrable experience managing senior appointments
· Previous experience using creative and innovative sourcing techniques to identify talent in candidate short and challenging functions
· Demonstrates and delivers best practise recruitment expertise
· Excellent networking and strong interpersonal skills to communicate with all client groups including Chinese and foreign nationals
· Solutions focussed, team player, organised and efficient
· Strong relationship management, negotiation, and influencing skills
· Good systems experience; working knowledge of PeopleSoft (ideal), recruitment databases and Microsoft Office (including excel functions)
· Business or HR related Qualifications are highly regarded.
